Recently the General Administration of Market supervision organized electric bicycles, safety hats and other 28 kinds of product quality state supervision and spot checks. The situation of random inspection is hereby reported as follows: 
1.Basic Information 
(1)Overview of supervision and random inspection. A total of 2,651 batches of products from 2,544 production units and 1,113 sales units were inspected, and 299 batches of unqualified products were found. In the case of substandard products, 45 batches of electric bicycles, 5 batches of safety hats, 3 batches of safety belts, 2 batches of safety nets, 4 batches of toe protection (protective) shoes, 25 batches of children's furniture, 8 batches of rubber sealing products, 16 batches of power tools (lithium electric drill), 2 batches of mechanical thresher, 4 batches of non-contact water nozzle, 5 batches of ceramic plate sealing water nozzle, 5 batches of construction sealant, Impregnated paper laminated wood floor 2 batches, ceramic toilet 26 batches, smart toilet 7 batches, ceramic tile 7 batches, hazardous chemical packaging 4 batches, bedding 16 batches, leisure clothing 16 batches, non-medical masks 45 batches, microcomputer 1 batch, router 2 batches, server 1 batch, wooden furniture 29 batches, household combustible gas detector 8 batches, 1 batch of independent photoelectric smoke detector, 10 batches of portable dry powder fire extinguisher (see Annex 1). 
(2)Tracking the situation of random inspections. Following up random checks, 159 production units were found to be unqualified last time, of which 21 production units were still unqualified (see Annex 2). 
2.Analysis of spot check results 
(1)Electric bicycles. In Guangdong, Shanghai, Shandong and other 15 provinces 171 sales units random inspection 229 batches of products, involving Jiangsu, Tianjin, Guangdong and other 15 provinces 229 production units, random inspection found 45 batches of products unqualified. Among them, 43 batches of reflectors, lighting and ringing devices are unqualified, 23 batches of electrical devices are unqualified, 17 batches of chargers and batteries are unqualified, and 16 batches of product structure are unqualified, all of which are safety items.
(2)Safety helmet. In Jiangsu, Hebei, Anhui, Zhejiang and other 12 provinces, 76 production units spot check 76 batches of products, found 5 batches of products unqualified. Among them, three batches of products have unqualified anti-static performance and two batches of products have unqualified impact absorption performance, which are safety items. 
(3)Safety belts. In 71 production units in seven provinces including Shandong, Jiangsu and Hebei, 71 batches of products were randomly checked and 3 batches of products were found to be unqualified. Among them, there are 2 batches of product safety belt metal parts corrosion resistance project failed, 1 batch of product tie static strength project failed, are safety projects. 
(4)Safety net. In Shandong, Jiangsu, Guangdong, Anhui and other 9 provinces, 35 production units random check 35 batches of products, found 2 batches of products unqualified. Among them, there are 2 batches of products with unqualified impact resistance and 1 batch of products with unqualified breaking strength × breaking elongation, all of which are safety projects.
(5)Toe protection safety (protective) shoes. In Jiangsu, Zhejiang, Shandong, Shanghai and other 10 provinces, 48 production units spot check 48 batches of products, found 4 batches of products unqualified. Among them, there are 2 batches of products into the shoe impact resistance is unqualified, 1 batch of product upper folding resistance is unqualified, 1 batch of product upper tensile property is unqualified, all are safety items. 
(6)Children's furniture. On Tmall, Jingdong, Tiktok and other 8 platforms, 65 sales units sampled 66 batches of products, involving 66 production units in 12 provinces including Zhejiang, Guangdong and Jiangsu, and 25 batches of products were found to be unqualified. Among them, 4 batches of products did not mark the factory name and address information, and 1 batch of products was suspected of being counterfeit and was handed over to the local market supervision department. There are 23 batches of product safety items with unqualified structural safety, and 3 batches of product safety items with unqualified hazardous substance limits.
(7)Rubber sealing products. In 16 provinces including Hebei, Jiangsu and Zhejiang, 277 production units conducted random checks on 277 batches of products, and eight batches of products were found to be substandard. Among them, 3 batches of products failed the brittleness temperature project, 2 batches of products failed the hot air aging project, and 2 batches of products failed the hardness project.
(8)Power tools (lithium electric drill). In Zhejiang, Jiangsu, Guangdong, Shanghai and other four provinces, 59 production units spot check 83 batches of products, found 16 batches of products unqualified. Among them, 15 batches of products are not qualified for heat resistance and flame retardant, and 2 batches of products are not qualified for mechanical danger, all of which are safety projects. 
(9)Power thresher. In Liaoning, Jiangxi, Henan and other 10 provinces, 44 production units spot check 44 batches of products, found 2 batches of product safety items fasteners unqualified.
(10)Non-contact water nozzle. In Guangdong, Zhejiang, Sichuan, Chongqing and other four provinces, 44 production units spot check 44 batches of products, found 4 batches of products unqualified. Among them, the water hammer performance of 2 batches of products is unqualified, and the control distance items of 2 batches of products are unqualified. 
(11)Ceramic plate sealing water nozzle. In 177 production units in Guangdong, Zhejiang, Shanghai, Sichuan, Chongqing and other 5 provinces, 177 batches of products were randomly checked, and 5 batches of products were found to be unqualified. Among them, there are 1 batch of product safety items metal pollutant precipitation unqualified, 3 batches of product surface corrosion resistance unqualified. 
(12)building sealant. In Shandong, Zhejiang, Jiangsu, Jiangxi and other four provinces, 34 production units spot-checked 34 batches of products, and found that 5 batches of products were unqualified. Among them, there are 2 batches of product safety items alkane plasticizer failed.
(13)impregnated paper laminated wood flooring. In Shandong, Zhejiang, Liaoning and other 8 provinces, 52 production units spot check 52 batches of products, found 2 batches of products unqualified. Among them, the water absorption thickness expansion rate and surface wear resistance of 1 batch of products are unqualified, and the binding strength of 1 batch of products is unqualified.
(14)Ceramic toilet. In 228 production units in eight provinces including Guangdong and Henan, 229 batches of products were inspected, and 26 batches of products were found to be unqualified. Among them, there are 20 batches of product safety water level project is unqualified, 11 batches of product toilet water consumption project is unqualified, 11 batches of product toilet water efficiency grade project is unqualified.
(15)Smart toilet. In Beijing, Shanghai, Anhui and other 10 provinces 90 sales units spot check 96 batches of products, involving Zhejiang, Fujian, Shanghai and other 7 provinces 59 production units, spot check found 7 batches of products unqualified. Among them, four batches of product safety items failed to protect against touching live parts. 
(16)Ceramic tiles. In Fujian, Liaoning, Jiangxi and other 12 provinces, 80 production units spot-checked 80 batches of products, and found 7 batches of products unqualified. Among them, there are 5 batches of product water absorption project unqualified. 
(17)Packaging of hazardous chemicals. In Jiangsu, Guangdong, Zhejiang and other 13 provinces, 54 production units spot check 54 batches of products, found 4 batches of products unqualified. Among them, there are 3 batches of products with unqualified drop resistance and 1 batch of products with unqualified airtight performance, which are all safety projects.
(18)Low concentration carrier catalytic methane sensor for coal mine. In Shandong, Jiangsu, Anhui, Shanxi, Chongqing and other 9 provinces, 24 production units sampled 24 batches of products, and no unqualified products were found. 
(19)Bedding. In 10 platforms such as Tmall, Jingdong, Pinduoduo and 97 sales units sampled 104 batches of products, involving 99 production units in 15 provinces such as Jiangsu, Zhejiang and Shandong, and 16 batches of products were found to be unqualified. Among them: there are 3 batches of products with unqualified pH value and 1 batch of products with unqualified formaldehyde content, all of which are safety projects; The fiber content of 11 batches of products is unqualified, and the color fastness to wet friction of 1 batch of products is unqualified. 
(20)Casual clothing. In Tmall, Kuaishou, XiaoHongshu and other 16 platforms 177 sales units spot check 185 batches of products, involving 183 production units in Guangdong, Zhejiang, Shanghai, Fujian and other 7 provinces, spot check found 16 batches of products unqualified. Among them, 1 batch of products suspected of counterfeiting has been handed over to the territorial market supervision department; There are 3 batches of product safety items with unqualified pH value, 12 batches of product fiber content items with unqualified, and 1 batch of product color fastness to water. 
(21)Non-medical masks. In 10 platforms such as Douyin, Tmall, Pinduoduo and 196 sales units sampled 210 batches of products, involving 187 production units in 11 provinces including Anhui, Zhejiang, Hubei and Guangdong, and 45 batches of products were found to be unqualified. Among them, 3 batches of products are suspected of being counterfeit and have been handed over to the local market supervision department. There are 29 batches of product filtration efficiency projects failed, 11 batches of product protection effect projects failed, 6 batches of product ventilation resistance projects failed, all of which are safety projects. 
(22)Microcomputer. In Guangdong, Hubei, Beijing, Shandong, Zhejiang and other 5 provinces of 15 sales units spot check 20 batches of products, involving Guangdong, Beijing, Shanghai, Anhui and other 8 provinces of 13 production units, spot check found 1 batch of product power terminal disturbance voltage, telecommunications port conduction common mode disturbance, radiation disturbance (below 1GHz), harmonic current project unqualified. 
(23)Router. In Jingdong, Pinduoduo, Tiktok and other 10 platforms of 52 sales units spot check 56 batches of products, involving Guangdong, Beijing, Shanghai, Hubei and other 11 provinces of 54 production units, found 2 batches of products unqualified, are electrical gap, creepage distance, electrical insulation, electrical strength and other safety items unqualified. 
(24)Server. Thirty-four batches of products were randomly checked by 32 production units in nine provinces, including Guangdong, Beijing, Zhejiang and Hunan, and two safety items such as electrical clearance and creepage distance of one batch of products were found to be unqualified. 
(25)Wooden furniture. In Guangdong, Zhejiang, Jiangsu and other 13 provinces 147 sales units random inspection of 166 batches of products, involving Beijing, Tianjin, Hebei and other 18 provinces 165 production units, random inspection found 29 batches of products unqualified. Among them, there are 2 batches of product safety items formaldehyde emission unqualified, 13 batches of product surface physical and chemical properties (paint film impact resistance) unqualified.
(26)Household combustible gas detector. In Guangdong, Henan, Tianjin, Chongqing and other 10 provinces 54 sales units sampling 56 batches of products, involving Guangdong, Sichuan, Henan, Beijing and other 7 provinces 56 production units, sampling found 8 batches of products unqualified. Among them, there are 6 batches of product alarm action value test items failed, 6 batches of product high temperature (operation) test items failed, 5 batches of product electrical fast transient pulse group immunity test items failed, all of which are safety projects. 
(27)Independent photoelectric smoke fire detection alarm. In Guangdong, Shaanxi, Sichuan and other six provinces of 47 production units sampling 50 batches of products, found that 1 batch of product orientation test, air flow test failed, are safety projects. 
(28)Portable dry powder fire extinguisher. In 13 provinces including Hebei, Fujian, Hubei and Anhui, 49 sales units conducted random checks on 51 batches of products, involving 51 production units in 8 provinces including Zhejiang, Jiangsu, Fujian and Jiangxi, and 10 batches of products were found to be unqualified. Among them, 2 batches of products are suspected of being counterfeit and have been handed over to the local market supervision department. There are 10 batches of products with unqualified content of the first main component for safety items. 
3. Relevant requirements
In view of the problems found in the national supervision and random inspection of product quality, the relevant provincial market supervision departments should promptly organize the processing of the supervision and random inspection results in accordance with the relevant requirements of the Product Quality Law and the Interim Measures for the Management of Product Quality Supervision and random inspection, and timely input the processing into the e-CQS system. Measures such as sealing up and impounding substandard products shall be taken according to law, and the production and sale of such products shall be strictly prohibited. Suspected of counterfeiting and not marking the name and address of the factory, through on-site inspection, inquiry, consulting contracts (invoices) and other means of investigation and evidence, to find out the illegal facts, strict, prompt and severe treatment. For the production and sales units of unqualified products, it is necessary to clarify the rectification requirements, strictly urge the implementation of rectification measures, and organize review in a timely manner. For those who fail to pass two consecutive spot checks, on-site inspections and follow-up spot checks should be carried out, dealt with seriously in accordance with the law through verification, interview and other means, and key supervision should be implemented. Where an illegal act is suspected of committing a crime, it shall be promptly transferred to a judicial organ. It is necessary to urge the unqualified production and sales units to implement the main responsibility for quality and safety, to equip quality and safety directors and quality safety officers as required, to establish a quality and safety risk list in line with the actual situation of the unit, and to implement the daily control, weekly investigation and monthly scheduling work system. The General Administration will strengthen the tracking and supervision of the disposal of the results of random checks, and report as appropriate.
